The Navy must restore its ability to protect sea lines of communication for trade and power protection against the threat of enemies to break those SLOCS.
America will fight with the Navy it has rather than the Navy it wants:
The U.S. must carefully consider how to provide logistical support to a besieged island deep within an adversary’s weapon engagement zone and with little enabling sea control.
Indeed. It's a need for every theater.
The island in question is Taiwan, which China's expanding naval power with ships, subs, land-based long-range anti-ship missiles, and modernized aircraft could envelop to cut it off from the outside world to drive it into surrender.
But I suspect China prefers a fast win--not through a long blockade. Every week that Taiwan stands is a gift of time to America and its allies to gather forces to defeat China.
But if China does blockade? How about making modularized auxiliary cruiser escorts for the ships challenging the blockade to keep allied navy ships free to focus on the PLA Navy.
