Well, that's just click bait given that a naval expert noted the obvious:

I think he meant "Russians" although the Soviets started the carrier.
As I've said, I can only dream of Russia wasting money on a super carrier.
Remember, a blue water fleet is one of the three traditional sources of Russian weakness.
