If we strike Syria, we don't want to give away anything vital that we might want to use against Iran's nuclear programs. It's bad enough that Russian warships in the eastern Mediterranean might tip off the Syrians about our missile launches and naval movements.
But we can be sure that the Russians will suck up any electronic emissions our ships generate in an attack:
A Russian cruiser, destroyer and supply ship visited Venezuela. The 11,400 ton cruiser Moskva was later ordered to go to the coast of Syria to demonstrate Russian support for the embattled Assad government. A Russian electronic intelligence collecting ship was also ordered to the same area, apparently to monitor any American naval and air operations.
Reset or not, Russia will fill in Iran about what we do. And China. Not to mention Assad in case we have another round in the future.
So while we hit big enough to make it count, we should also hold back on our more exotic capabilities lest other enemies learn too much.
