If the Free Syria Army was smart, they'd publicly commit themselves to abiding by the Putin-Kerry deal on Syrian chemical weapons if they take power.
If Assad is to ride this chemical arms disarmament agreement to long-term survival, he needs to be the indispensible partner in making it happen.
The Syrian rebels are correct to be wary about this deal if it leaves them out in the cold. But if the Syrian rebels sign a deal with us to agree to carry out the agreement if they are in charge, they undermine Assad's position as the man who will make the deal happen.
As actual victims of Assad's chemical weapons use, they'd have more credibility, wouldn't they?
Indeed, they could pledge intrustive post-disarmament verification means (like open skies for NATO surveillance aircraft) that Assad would never want just to make Assad look like a lesser partner in the long run.
