A Threat or a Warning?

Egypt's 2nd Infantry division will conduct operations to kill al Qaeda affiliated jihadis near Gaza:

"Al Qaeda is present in Sinai mainly in the area of Sakaska close to Rafah," a general in Egypt's intelligence service told CNN Thursday. "They have been training there for month, but we have not identified their nationalities yet."

The official said a military operation was imminent "to deter these armed groups."

Why would the Egyptians telegraph their punch? I'm assuming that warning has been given to allow the jihadis to flee into Gaza so Egypt doesn't have to confront them during their period of internal difficulties. Let the Israelis worry about them, right?
