Setting Limits

A recent explosion at a Latakia ammunition storage facility was apparently an Israeli attack that targeted newly arrived Russian anti-ship missiles.

Although that article claims it was an air attack, Strategypage reports that it was an Israeli submarine firing cruise missiles.
Israel has been vigilant about any weapons that might tempt factions in the Syrian war to seek advantage by expanding the war to Israel.

And perhaps the Israeli navy has limits to missions it believes the Israeli air force should carry out.
