It kind of amuses me that people are horrified that Congress is operating at the last minute at odd hours.
In two decades of working for the Michigan State Legislature, I learned this is how the sausage is made. Many a time I was going home during morning rush hour traffic into Ann Arbor as I came home from Lansing after an all-nighter in the office as bills were passed.
My fellow commuters had no idea how unwise it was to cut in front of me, a driver barely awake after being up for more than 24 hours.
If you can't handle that fact of life, I don't know what to tell you. This is as good as it gets.
What's your alternative? Letting the executive branch write the rules?
