If it was really other countries' policies that caused Islamist rage at us rather than the disfunctional religious views of the Islamists, Russia would have more problems with jihadis already:

This has created a culture of resentment among Russian Moslems, which is made worse by the pervasive corruption.
As the biggest country in the world, we're a convenient excuse for their own failings.
We don't need to change what we do; they need to change what they do. And we must insist on this way of acting.
