Inside Military Intervention?

The UN Security Council won't force Assad from power in Syria,Assad isn't likely to just go on his own, and we don't intend to topple Assad with military power. Excuse me for parsing language perhaps excessively, but what does this mean?

U.S. President Barack Obama said that, however hard Western countries are prepared to lean on Assad diplomatically, they still had no intention of using force to topple him, as they did against Muammar Gaddafi in Libya last year.

"I think it is very important for us to try to resolve this without recourse to outside military intervention. And I think that's possible," he told NBC's Today show.

Why specify "outside" military intervention? Isn't military intervention alone by definition an outside event? Does "outside" military intervention just mean intervention by the West--and America in particular?

Is it inside military intervention if a neighboring Moslem country (Turkey) invades Syria?

I may be over-scrutinizing a statement that was simply reviewed by the Department of Redundancy Department after getting the rough draft from State.

Oh, and what if it isn't possible to resolve the crisis without outside military intervention?
