Well sure, the ideal method of fighting jihadis is to support local governments capable of fighting them. Who thinks sending in 100,000 American troops is the first impulse?
Remember that we can hope that Iraqi and Afghan forces can fight jihadis with only our support because presidents Bush and Obama built up those local forces to fight jihadis.
As for increasing the US military posture in Africa, which would serve the purpose of supporting local governments more effectively in their fight against jihadis?
