The Bottom Line is Security

Somalia's coast guard will be a private company.

Strategypage notes this development:

The government signed a deal with The Atlantic Marine and Offshore Group (a Dutch company) to organize and run a coast guard to protect ships off the Somali coast and deal with smuggling and other illegal activities. No details on how or when were given.

Is the piracy problem small enough for a private company to contain?

This privatized para-military capability is part of a bigger issue, of course.
