No Safe Haven?

The Russians carried out exercises in 2019 that they claim show the Russians can operate submarines off the East Coast of the United States undetected:

As during the Soviet Navy’s heyday, Moscow may be signaling that Russia’s submarines can still break out into the Atlantic and get to within cruise-missile range of the continental United States. If Russia does have this capability, then Vice Admiral Lewis is correct that the East Coast is no longer a safe haven.

If Russia can operate off the American coast, you wonder why the Russians boast about a long-range nuclear-tipped torpedo. Still, whether or not an enemy can carry out a surprise attack on our home ports, the Russian exercises show that the desire to have that capability exists.

A decent amount of respect for potential enemies means we should assume the East Coast is not a safe haven.
