Keeping the enemy out of the city center shouldn't be the objective! Keeping the enemy from massing enough to mount major attacks--or to control roads long enough to demolish bridges!--should be the objective.
Ghazni lies on the ring road that should have been the foundation of gaining control of the territory. And the roads are no longer secure?
