I have no problem helping people who need it. But if the Chinese prefer to spend their cash on DF-21s and aircraft carriers instead of whatever the West funds with this aid, who are we to interfere with their priorities?
If China doesn't want to fund these items, let them deal with the domestic consequences. We can't stop China from arming up (and they have legitimate defense needs, no doubt, even if it is natural that we worry that the capabilities they seek for defense can be used for offense), but why help them pay for it?
