Who Is At War, Anyway?

Caracas, Venezuela's murder toll is greater than the toll of war in Iraq in December.

There were 510 murders in Caracas.

All of Iraq suffered 299 deaths (229 civilians and 70 security forces) during December.

As I've written, victory in Iraq does not mean zero deaths. There is some level of "natural" death rates in Iraq that signify peace, just as any country has a natural expected level of violence.

Either we've reached that goal in Iraq or "violence-wracked" Iraq is safer than peacetime Bolivarian Caracas.
