Yeah, those "buy one enrichment equipment package and get one nuclear warhead blueprint free" deals are pretty common in that part of the world.
I got one when I bought an iPod. Really, the paperwork to return the unwanted item is more hassle than its worth. Just stick it in the desk and forget about it, I say.
That would also explain the two-year delay in forking over the document. It just got shoved under the cyclotron extended warranty agreement. No conspiracy there.
I hate it when that happens.
