Ending, Mending, and Bending

I find the Congressional Democratic slogan of "mend it, don't end it" as their 2014 election response to Republican goals to repeal Obamacare to be pretty ridiculous given that the Democrats don't seem to be proposing any bills to "mend" the act and given that President Obama seems more inclined to "bend" the act with at best questionable executive actions (he has to destroy the law in order to save it?) than trying to mend it.
