Search and Identify

If there is really a ceasefire in Ukraine--where Russian troops don't exist, according to Putin--Ukraine should team up with OSCE observers and Red Cross representatives to send in aid convoys protected by Ukrainian police forces to rebel-held areas in the east to make sure only local rebels are present and to provide aid to those harmed by the recent fighting. All while broadcasting live as they go.

If any Russians are found, they could be escorted to the border.
