Recon?

A man crawling into a water treatment plant via a pipe gets stuck. Officials are puzzled. Might I suggest this was a recon mission gone awry?

Maybe this was just some sort of Jack Ass-style idiocy:

Rescuers have freed a man who had been stuck for hours in a pipe at a water treatment plant in New Jersey.

He had to climb a fence with three layers of barbed wire on top. Why? It's a mystery:

United Water officials said they have no idea why Mohamed did it, but are now looking at ways to tighten up security, Putney reported.

Unless Asef Mohamed worked for Governor Chris Christie and Manalapan township officials had supported one of the governor's rivals in the last election, I might want to look into the terrorism angle.

And by all means, do look into ways to tighten up that security. Because no matter what Mr, Mohamed was up to, terrorists just might think that poisoning a community's water supply might be a good trick to pull off.
