Unity of Command Falters

It is great that 3rd Fleet is sending assets like the Carl Vinson carrier group into the Western Pacific to bolster our deployments. But it is insane to have separate lines of command for the 7th Fleet forces already there and 3rd Fleet elements sent into the same area:

The USN said that while deployed, the Carl Vinson CSG will remain under US 3rd Fleet command and control, including beyond the international dateline, which previously divided operational areas of responsibility for the 3rd and 7th fleets.

Isn't unity of command a thing?
