Vietnam and the United Kingdom have signed a '2011 action plan' that signals the launch of a number of initiatives between the two countries, including enhanced defence collaboration. A statement by the UK embassy in Vietnam said that the plan - signed in Hanoi on 26 January by Vietnam's Deputy Minister of Foreign Affairs, Nguyen Quoc Cuong, and British Ambassador Antony Stokes - will build on a strategic partnership declaration signed by the two countries in September 2010[.]
Friends are good, as Vietnam is indicating.
