Who's Cares?

If you are some poor oppressed person in some murderous Third World Hell Hole hoping that America might intervene to save you under the doctrine of Responsibility to Protect, who would you hope is in the Oval Office? George W. Bush, who took his responsibility to protect Iraqis when the going got tough? Or President Obama, who could barely be roused to protect (Libya) when the odds looked totally in his favor?
