Putin seems to have ordered an operational pause after taking Luhansk province. Yet Russian forces continue to attack. Ukraine is striking deeper into Russian rear areas with new weapons. I wonder if that will provoke Russia into premature resumption of a ground offensive--if they even actually pause.

Destroy NATO (to build a future, perfect alliance, naturally) because opposing Russia isn't grand enough? I'm so old I remember when the lack of a unifying threat was proof NATO should be ended. Nobody ever gets their perfection after destroying the imperfect that offends them. Some people just want to see NATO burn.

Ukraine speaks of bleeding Russia's army and exploiting that to liberate territory in the south. Ukraine can't wait too long to do that. Can Ukraine prepare before Russia repairs its army enough to hold its gains?

I certainly expected Russia to grind out an expensive win before the West could even decide to support Ukraine. But Putin screwed up. And even with a retooled and narrow offensive, Russia is taking heavy casualties to make its slow advances. Talk like this threatens to be a self-fulfilling prophecy. Let's not panic "face the facts" and force Ukraine to lose. Russia may hold Ukrainian territory when this is over. Minimizing that is an important objective. Whatever that turns out to be, if enough Russian troops die achieving it Russia might shrink from invading again much as Finland survived after being defeated by Russia in 1940.

Often, agencies withdrew rules to address JCAR concerns that they did not reflect the statutes as enacted. So there were few proposed rules rejected. A record some used to wrongly claim the committee was just a needless rubber stamp. Somehow the Michigan Supreme Court ruled the process unconstitutional as a "legislative veto." Which always seemed ridiculous to me. But I'm not a lawyer.
