Russia and China have prevented an international attempt to create the world's largest ocean sanctuary in waters off of Antarctica.
No doubt.
China will designate the waters a "core interest" next year prior to declaring it one of their cities.
And Russia is busy organizing a secession vote by local ethnic Russians.
