Listening to Bob Work talk about making the Navy ready to fight rather than sending valuable high-end warships to exercise with minor naval forces resonates. I'd use The AFRICOM Queen modularized auxiliary cruiser to send advisors and appropriate system modules that can actually exercise with host navies.
