Declare War?

President Obama is concerned that Congress might send a mixed message that undermines our war effort in Libya. Many in Congress are upset that the president didn't seek Congressional approval for the war and others are upset that we are trying to sort of fight a war and aren't seriously trying to win. Others want President Obama to define what we are fighting for.

So instead of waiting for the president to define our objectives, why doesn't Congress just declare war on Libya* and state that our goal is to overthrow the Khaddafi regime?

Would the president veto authorization-to-use-force legislation with specific objectives?

Or would he welcome the opportunity to escape sole responsibility for starting this war?

*Oops. In the original I accidentally suggested Congress might consider declaring war on "Congress" rather than Libya. I wasn't making a crack about Congressional infighting.
