Ukraine can defeat the Russian army and win the war if the West sufficiently backs Ukraine. I certainly expected Russia to grind out an expensive win before the West could even decide to support Ukraine. But Putin screwed up. And even with a retooled and narrow offensive, Russia is taking heavy casualties to make its slow advances. Talk like this threatens to be a self-fulfilling prophecy. Let's not panic "face the facts" and force Ukraine to lose. Russia may hold Ukrainian territory when this is over. Minimizing that is an important objective. Whatever that turns out to be, if enough Russian troops die achieving it Russia might shrink from invading again much as Finland survived after being defeated by Russia in 1940.

Yes, the federal bureaucracy is too powerful. Many years ago, Michigan had JCAR, a bicameral legislative committee that had to approve agency administrative rules. Often, agencies withdrew rules to address JCAR concerns that they did not reflect the statutes as enacted. So there were few proposed rules rejected. A record some used to wrongly claim the committee was just a needless rubber stamp. Somehow the Michigan Supreme Court ruled the process unconstitutional as a "legislative veto." Which always seemed ridiculous to me. But I'm not a lawyer.
