Unclear on the Concept

I'm just going to ask a simple question.

This is unfortunate:

Russian air strikes have destroyed the main weapons depots of a U.S.-trained rebel group in Syria, their commander said on Wednesday, in an expansion of Russian attacks on insurgents backed by foreign enemies of President Bashar al-Assad.

Why do rebels friendly to us have weapons depots? Don't we destroy any concentration of ISIL weapons that we find across Iraq and eastern Syria?

So why wouldn't we make sure that friendly Syrian rebels disperse their weapons to avoid providing big targets for enemies to capture or destroy?

Far better to concentrate weapons we supply so they can be guarded to prevent ISIL from getting any--but let them get destroyed in air strikes--than to scatter them for actual use.

Clearly, our agencies are being judged by the number of weapons they allow ISIL to steal rather than being judged by whether we win.

We're just not trying hard enough to deserve to win, it seems.
