That's Gonna Leave a Mark

Despite Finland's worry about Russian aggressive attitudes, they are unlikely to join NATO anytime soon to avoid giving Russia cause to worry about their northwestern flank:

Helsinki has however aligned itself with the West after the fall of the Soviet Union, joining the EU in 1995 and inching closer to NATO. ...

But Helsinki has prioritised EU-based military cooperation over NATO.

Apparently, working toward membership in NATO is too threatening to Russia.

But EU-based military cooperation by Finland won't worry Russia!
