Interesting. But if the missiles are based in Turkey, the range of the missiles would fall well short of Hama.
If also based on Jordan, the missiles could reach just north of Damascus and still leave Homs exposed.
You could add warships with anti-aircraft missiles off the coast of Lebanon to extend the no-fly zone from the Jordanian border to the Turkish border--in the west, anyway.
I'd also add that a no-fly zone enforced by ground-based missiles firing at radar targets risks shooting down a civilian airliner.
