A commission headed by former United Nations secretary-general Kofi Annan charges that the soaring cost of U.S. elections is a major hindrance to democracy. The charge appears in a report published Friday by the Global Commission on Elections and Democracy, which says its goal is to promote the integrity of elections.

And two, if the issue is the integrity of elections, shouldn't the panel have demanded photo identification policies to prevent opportunities for voter fraud?

Although I'm sure that if asked they'd refuse to condemn then-candidate Obama for being the first to reject a publicly financed campaign in 2008 so he could spend record amounts to gain office.
