Vice Precedent

If Israel uses Iraqi air space to strike Iran, Iran can hardly complain that Iraq did not stop them:

Iran has resumed shipping military equipment to Syria over Iraqi airspace in a new effort to bolster the embattled government of President Bashar al-Assad of Syria, according to senior American officials.

Iran won't like Israel coming through Iraq, but since Iran has used that same weakness of Iraqi air defenses, how can Iraq complain?

We're attempting to pressure Iraq to again cut off the flow. Vice President Biden is point man on this.

I'd like to remind Vice President Biden that if we had managed to keep a military presence in Iraq this year, we'd have a role in Iraqi air space defense and could stop the use by Iran of Iraqi air space.

That was such a no-brainer that you could excuse the Iranians if they believe our departure was just an excuse to pave the way for an Israeli strike while distancing ourselves from the action in the hope of avoiding an Iranian counter-attack.
