Shot Across the Bow

With Pakistan still refusing to crack down fully on jihadis, incapable of defending their own air space against retaliation, and a Pakistani public unwilling to cut their own military any slack over failures to defend their soil, India perhaps felt that issuing this warning now would have maximum effect:

A top defense official has warned that India would likely retaliate if another terror attack on its soil is linked to members of Pakistan's security apparatus.

India does have a precedent to follow. Will Pakistan risk India striking back over a terrorist attack that Pakistan fails to prevent (or facilitates)?
