Australian Prime Minister Julia Gillard retained power by a tiny, one-seat majority Tuesday after winning the backing of two key independent MPs in the first hung parliament in decades.
Will a government built on such a shaky foundation do more than continue existing policies and try to survive for three years until a new election? Can such a government be ambitious for more than that?
