Not Like Bush At All! Next Question

This article headline states that a war game demonstrated that we lack cyber-war skills, but the actual article focuses on lack of laws to wage cyber-war and doesn't even mention actual capabilities to wage such a war.

Look, I wonder if we have the capabilities and worry about outsourcing such fighting skills. But this article was not about skills. Why frame it as such with the title?

Is the administration perhaps a little nervous about proposing far-reaching legislation that could be very intrusive into our privacy given the hysteria over Bush-era terror-fighting signals intelligence wrongly portrayed in our press?
