Let Me Ask the Obvious Question

I still don't understand how so many people can argue with a straight face that Iran isn't necessarily trying to develop nuclear weapons.

Says the story:

Last September, when Iran’s uranium enrichment plant buried inside a mountain near the holy city of Qum was revealed, the episode cast light on a wider pattern: Over the past decade, Iran has quietly hidden an increasingly large part of its atomic complex in networks of tunnels and bunkers across the country.

If Iran's nuclear programs are so peaceful, why are they buried to hide them from prying eyes and make them more difficult to attack?
