Putting Their Money Where Their Mouth Isn't

For all the talk that comes out of Moscow about the evil American-led NATO plot to wreck or destroy Russia, when it comes to deploying their most important weapon system--their newest ballistic missile submarines--the Russians are a little more clear headed:

The first three new Borei Class boats will be based in the Pacific. During the Cold War, most of Russias SSBNs were based in the north, at several bases east of the Norwegian border, and facing the Arctic ocean. But now Russia is spending over $350 million to expand and improve its submarine base on Kamchatka island. This will enable its new SSBNs to threaten China, as well as the United States.

I'll never understand why Russians believe they shouldn't be part of the West. Do they really want to hold off China in the Far East at the end of the Trans-Siberian Railroad link back to European Russia?
