Hugo Chavez is making his play to replace Fidel Castro as the region's rogue leader despite Fidel's rude refusal to finally die and let Chavez inherit the mantle of revolution:

President Hugo Chavez called for the creation of a common defense pact between Venezuela, Cuba, Nicaragua and Bolivia, while the leftist Latin American bloc announced the creation of a development bank to finance joint projects.

Hugo Chavez is trying very hard to be a real threat rather than an annoyance. The Dutch should really pay attention.
