Red Lines Fade

After we let Assad get away with gassing his people--even after the farcical Lavrov-engineered chemical weapons deal that essentially turned old Syrian chemical depots into Superfund sites that we cleaned up for Assad, it shouldn't be a shock that other bad actors feel no deterrent to using chemical weapons.

Sudan may be using chemical weapons on top of their long history of genocide the old fashioned way:

A new report from Amnesty International accuses the Sudanese government of launching chemical weapons attacks against civilians in the western region of Darfur, causing the deaths of an estimated 200-250 people – and wounding hundreds more – from exposure since January 2016.

Mind you, this accusation is not confirmed with any type of direct test. But Sudan has been slaughtering and ethnically cleansing Darfur for a long time now, so adding a terrifying weapon to their mix would not be too shocking.
